In accordance with the growth of the material and economic capabilities of society, the qualitative level of the mass dwelling also increases. In this regard, a series of standard projects of residential buildings are being gradually improved: the composition of various types of houses and apartments is expanding, the sizes of apartments are increasing, their planning, construction equipment, etc. are improving. Each such transition to a new, higher quality level of mass housing is associated with significant additional investments in housing construction and the restructuring of the house-building industry. Therefore, during certain long enough periods (10-15 years), planning types and sizes of apartments under construction remained stable, corresponding to the norms of their design and settlement established at each new stage.
During the period of the mass housing construction program, three generations of model projects have changed. In the course of the ongoing active restructuring and improvement of the entire construction complex of the country, a great deal of work is underway to drastically improve the existing system of standard design and construction of residential houses based on standard projects. Much attention is paid to decentralization of standard design, provision of opportunities for regional adjustment of basic housing projects in accordance with specific conditions and location of their construction, demographic and town-planning situation, national and climatic characteristics, etc. To achieve the expressiveness and originality of the development of residential quarters, the improvement of its aesthetic qualities, the flexible systems of panel housing construction are beginning to be introduced into the practice of housing construction, allowing to quickly change the space-planning decisions of houses, enrich and diversify their architecture.
